Foreman Dispatch is a triggered droid owned by Merlin that handles the foreman/dispatch work behind the planner apps' trigger routes. It exists because that logic was moved out of the planner app itself under initiative CAROL-INI-0928-04/R3, so the dispatch behaviour lives in one dedicated place. It creates executions, seeds plans, marks runs failed, cancels them, and resumes or dispatches the pipeline.
When a planner app such as Pipeline or Scheduled Processes fires a trigger, Foreman Dispatch responds by doing the execution bookkeeping: setting up a run, seeding its plan, or flipping its state to failed, cancelled, or resumed as needed. Because it is event-triggered rather than scheduled, it only does work when there is dispatch work to do.
Its exact name "Foreman Dispatch" is unique — no other droid shares it — though it belongs to the (none) family, a loose grouping of 222 droids that other agents also run. It is pure software: no Claude calls and no model in the loop.
