Project Account Statement Reader

📖Purpose

Ninad (Rulings Repo cost-center #442): every project operates on its own bank account, which Midas creates and manages; #447: Midas marks a project's invoice paid from its own statement; #448: a personal account is not read

📖Duties

- Once a day, read every active project account's statement
- Record each line the store does not hold, once
- Record the read as read or unmeasured with the reason; state the outcome on every exit (monitoring #160)

📖Constraints

Runs only as Midas's own login (midas); model-free; reads the project bank account record and the registry; never types a balance or a zero for an unread account (cookbook 1215); never reads a personal account (cost-center #448); never keeps an account's identifiers, which the sign-in keeper hands for one call.
