📖Purpose

Proactively surface milestones (initiative closed, roadmap phase complete, user request fulfilled) to Ninad via an in-app feed and email.

📖Duties

Scan roadmap entries + live initiative state; record new milestones to leo_notifications; email Ninad on milestone/fulfillment; baseline silently on first run.

📖Constraints

Never email historical closures (first run baselines silently). Read initiative state via the API, never the on-disk decoy DB.
