What the droid actually does
Weekly: if the loop's last improvement initiative is still open, wait; else file one improvement for the next unmet roadmap gap, tagged bloom-rsi. A filing refusal fails the run visibly.

One open improvement at a time; files as leo (autonomous intake rules apply); never edits code itself.
