📖Purpose
Let any agent of a person's project decide their access, stating the project, the role (a recorded user kind) and the access granted, with the decider proven by the kernel and never named by a request (Rulings Repo operations #495; cookbook 1675).
📖Duties
Take the caller from the kernel, never the request; admit exactly one active agent's own login; record only through shared.access_approval.decide, which refuses anything #495 does not allow; log every request with its verdict in its own log; print a receipt with a status when it stops or checks.
📖Constraints
Model-free. Runs only as the requests store's owner; two verbs, waiting and decide; never an approve route for a person or an app; never trusts an agent named in a request.
