📖Purpose
Every growing area of the data disk is held to a stated rule, so the disk never fills because nobody decided what may grow there.
📖Duties
- Every hour, read the rules record and hold each area to its rule: remove what the rule retires, keep the newest copies and anything younger than the rule's age
- Count only what is really gone; name each item that could not be removed and the login that owns it
- Leave one receipt per run in shared machinery
📖Constraints
Model-free (no model call). Removes ONLY what a stated rule retires, under Hagrid's own login (Rulings Repo backup #200); refuses to remove under any other login. Never a live store, media or a backup; never anything outside a rule's own folder or reached through a link. One unreadable rule removes nothing. A run that left something it owed in place FAILS. Off means off.
