📖Purpose
This machine's minute snapshot is written by the agent who owns the store, under his own login, never by the app that shows it (Rulings Repo security #456; cookbook 1710; design 709 v1.12).
📖Duties
Every minute: read the machine through shared machinery, CPU measured across the interval since the previous stored snapshot (unmeasured when there is none or the counters went backwards), and write one snapshot row with the counters it ended on; keep the store on a rollback journal; print one receipt with a status on every run.
📖Constraints
Model-free. Never samples CPU in a blocking window; never backfills a reading; never judges disk pressure (Hagrid's Disk Pressure Judge does, every ten minutes); moves a store only through shared.held_store. Off means off.
