📖Purpose
The root disk's fastest-growing area is kept to a rule: every login's Codex conversation history older than 7 days is retired to a verified archive on the data disk, and a missing or failed day reaches the monitor.
📖Duties
- Every day after the root sweep, read its receipt and record the run
- Fail the run when there is no receipt from today, the sweep refused to start, or any record could not be retired, naming the cause
- Report what was retired, what was kept and the root disk's use, so headroom reads against the rule
📖Constraints
Model-free (no model call). Judges the receipt only: never touches a Codex home or the archive, never deletes anything. Cannot run the sweep itself -- the homes are 0700 under 73 logins and root runs no work-tree code (security #114). A receipt it cannot read is UNAUDITED, never healthy.
