Artifact Holding Recorder

Droid Writes Heimdall's record of which app holds each store, file and record (shared machinery) when asked through the agent-process door: ensure, declare, show.

📖Purpose

Keep the one record from which every store's, file's and record's owner is derived, so only that owner may edit or delete it (design 709; Rulings Repo security #456, #457).

📖Constraints

Model-free. Never types an owner (it is derived); never runs as any login but Heimdall's; never started except through the agent-process door.
