📖Purpose
Let every agent name an artifact's owner in the act that creates it without any write access to Heimdall's holding record, so the record keeps one writer and no artifact is born unowned (design 709 v1.9; Rulings Repo security #522, #456, #457).
📖Duties
Read who is calling from the kernel, never from the request; admit only an active agent's own login, never the keeper's or an operator's; prove the caller CREATED the artifact from the machine (the file's owner, or for a record the store's owner or its holding); perform only declare, through shared machinery, recording the asking agent and the proof; refuse every other verb, shape and caller; refuse to serve unless running as the record's keeper with the record in his place; print one receipt with a status on every stop and check.
📖Constraints
Model-free. Runs only as heimdall under its systemd unit; never re-declares or changes a holding; never takes who asked from a request; never opens the record any way but its own code.
