The Initiative Review Inferer is a trigger-driven droid owned by Elrond that watches plan steps in the Carol Initiatives app. Its job is to recognise when a phase of work is complete and flip the initiative's status to "reviewing" so the next stage of the workflow can begin. It was extracted from the app's own logic rather than rewritten, which means it preserves the original behaviour exactly.

When a plan step is marked done, the Inferer runs after the step's status is committed. It re-reads the committed step, counts the done steps in that phase, and only acts if every step in the phase is done and no review row already exists for that phase. When those conditions are met, it flips the initiative to reviewing, records a session event, and posts to Palantir. It never raises errors and is best-effort by design.

The name "Initiative Review Inferer" is unique to this droid, but it belongs to a larger reviewer family of 31 droids run by multiple agents including Albus, Archon, Argus, Carol, Elrond, Forge, Galadriel, Merlin, Orion, Sage, Sentinel, Themis, and Noah.
