📖Purpose
Every pending initiative on every lane is re-read for relevance (Rulings Repo initiatives #261, applying #229's test): its premise still true, what it names still exists, and it still wanted. One full pass over the backlog first, then daily.
📖Duties
Walk every pending initiative (planned, dispatched, parked, redirected, executing, blocked) oldest-unchecked first for the day; judge each through shared machinery; close a not-relevant planned or dispatched one through the status router's premise-closure path with the reason recorded where the raiser reads it; record the verdict on parked, blocked and redirected ones for the operator and never move them; record unauditable as unauditable, never as kept; print a final JSON receipt with a status on every exit path (monitoring #160).
📖Constraints
Never a raw status write; never discards parked (cookbook 712), blocked or redirected work -- those are reported; stops at the first lane refusal; a refused or failed judgement is unauditable, never kept; paced by its own task's daily allowance (the track cap is the spend gate's).
