📖Purpose
When a model call cannot be measured, Elrond raises an email and an escalation (Ninad 2026-09-23, Rulings Repo cost-center #95). On 2026-09-23 one such call stopped every track for about 13 hours and nobody was told.
📖Duties
Read the cost ledger forward from its watermark; collect rows written unmeasured or estimated; per batch send ONE email from elrond@ to the administrator named on the registry, copying every other active operator whose work address the records carry, and ONE Agentbook escalation to Orion; name any operator who could not be copied.
📖Constraints
Model-free. Never backfills (the first run starts at the start of its own day). A send that fails fails the run and the watermark does not move; the half already sent is remembered and never sent twice. The sent copy is read back to prove it left as Elrond. Off means off.
