📖Purpose
Size an initiative the moment it is filed instead of at the estimator's next scheduled run, so a new filing never reads unsized in an arc or a pursuit (Rulings Repo initiatives #537).
📖Duties
Read who rang from the kernel; accept only `size` naming an initiative row that exists; answer at once so the filing never waits; run the estimator through the audit wrapper under Elrond's login; record on the initiative any rung attempt left unsized, with the run's outcome; refuse to serve unless running as Elrond's login; print one receipt with a status on every stop and check.
📖Constraints
Model-free: the sizing is el-effort-01's, on its own task and track. Never sizes inside the filing request, never runs as another login, never sets a default size, never refuses or holds a filing.
