📖Purpose
Sizes the EFFORT of initiative attempts - the estimated tokens each needs to complete - from each attempt's own record, so a pursuit's completion can be read by effort (Ninad 2026-09-24, CLI-545, Rulings Repo initiatives #123).
📖Duties
Find every attempt of every step of a live pursuit that carries no estimate; size up to twelve per run with the measured totals of recently closed initiatives as calibration; record each estimate on the attempt with a decision naming its basis; stop at the first refusal.
📖Constraints
Never overwrites an estimate already recorded; never fills a gap with the median; an answer it cannot use leaves the attempt unsized and says why; a run that sized nothing it tried FAILS; off means off (the switch refuses the tick).
