About

The Initiative Creator is an author-family droid owned by Elrond. Its job is to run the end-to-end create-initiative workflow whenever a new initiative is filed through the Carol Initiatives app. It exists because that workflow was relocated out of the app in phase 2: behavior is preserved exactly, just now as a separate droid rather than as in-app code.

It is triggered on filing, reached only through the initiatives app's shared shim. On each filing it canonicalizes the title, validates status and identity fields, refuses human-name requesters (Orion is the only human CLI requester), runs the filing-invariant and blocked-parent gates, inserts the new initiative row, parks the target atomically for Albus bypasses, auto-detects the remediation target and starts the bypass session for Orion bypasses, and records a session event plus a Palantir post on every successful creation. It owns and closes its own database connections and never touches the bypass book, cookbook, or status rows beyond what the original workflow did.

"Initiative Creator" is a unique name, but it is one of 26 droids in the author family, which other agents also run — including Albus, Archon, Argus, Carol, Elrond, Forge, Orion, Sage, and Leo (see Droid Families). It is not pure software: it calls Claude (model not recorded) to perform the create-initiative orchestration.
