📖Purpose
When Albus's bypass lane stops picking up work, for any reason, the operators are told at once by email from Elrond and Orion by escalation; and told again when it runs (Rulings Repo initiatives #238). On 2026-09-30 the lane stopped at 02:48 UTC on a spent budget and nobody was told for fifteen hours.
📖Duties
- Every minute read Albus's lane strictly: kill switch, blocked limit, track switch, an unmeasured call on its track, its daily budget, whether its runner ticked and whether its recent ticks all failed
- On running -> stopped: ONE email to the administrator with every other active operator on root's record copied, naming the reason and what restarts it, and ONE escalation to Orion
- On stopped -> running: one more email
- Keep its state in shared machinery
📖Constraints
Model-free. Tells each stop once, never every minute. A reading it cannot make FAILS the run and moves nothing. A send that fails fails the run and is retried; nothing goes out twice. Sends only as Elrond through his verified send-as. Off means off.
