The Initiative Diagnostician is an advisory droid that inspects the current state of an initiative and recommends exactly how to resume it – without ever acting on the initiative itself. It exists so that every dispatch decision is grounded in a clear, risk‑aware analysis rather than blind automation. The droid reads the initiative’s closed‑ness, cycle counter, and queue rows from the Carol Initiatives snapshot, then either applies deterministic rules (for closed, in‑flight, fresh, or no‑op states) or calls Claude to reason through ambiguous situations where a simple rule would be unsafe.

Owned by Elrond, the Diagnostician is a one‑off droid with a unique name – it is not a reusable template copied across agents. It belongs to the planner droid family, a group of 14 droids shared between Elrond and Merlin (see Droid Families). While several planner droids exist, no other agent runs an exact copy named “Initiative Diagnostician”.

The Diagnostician’s output is a recommendation enum (`RESUME`, `REFIRE_REVIEWER`, `BUMP_CYCLES_AND_REFIRE`, `FILE_FOLLOWON`, `REFUSE_CLOSED`, `REFUSE_NO_OP`) together with a plain‑English rationale, risks, and alternatives. Because it is pure software for deterministic cases but calls Claude (model unspecified) for ambiguous ones, it balances speed with the nuanced judgement needed when initiatives sit in grey areas. The calling process (typically the Initiative Dispatcher) must confirm the recommendation before any action is taken, keeping a human or agent in the loop for safety.
