Ask the person where a conversation can be opened with them, the referrer where it cannot; verify a record that is complete and self-confirmed; stop and escalate after three unanswered asks; leave a run-audit row every run
📖Constraints
One ask per person per 7 days and three in total, then stop; never messages outside the 24-hour window, because such a send is accepted and never delivered; skips test rows and placeholder records with nobody to ask; a referral may complete a record and never verify it
