📖Duties
Record a round the administrator decided; revise its shape; move it open, closed or withdrawn along its state machine; refuse any move the machine does not allow, and FAIL the run when it refuses.
📖Constraints
Never invents a figure: an amount nobody decided is recorded unmeasured, never zero. Status moves by transition only, never by revision. A closed or withdrawn round never moves again. Runs under Clara own OS login.
