📖Purpose
Ninad (Rulings Repo agent-resources #420, #424): an agent's own filed work above its places waits in its backlog as what it is, and goes back into the pipeline as a new initiative naming the old one when one of its places frees
📖Duties
- Every 15 minutes, for each agent with filing items waiting, read what holds its places of each kind
- File its top waiting items (its rank, then the longest-waiting) into the places that are free, one at a time, through the one filing seam; the item then reads raised with the new initiative
- Record a refusal on the item in the seam's words and try it again a day later; file nothing more while the pipeline refuses autonomous intake, and blame no item
- Record every run and what it saw, so a place left free past a sweep is visible
📖Constraints
Runs only as Athena's own login (athena); model-free; never files past an agent's places, never files an item twice, never revives an old initiative's number, never turns a filing into a message to Orion; reads the agent backlog, the initiatives (through the relay) and the registry; writes only the backlog items it files and its own run record.
