Runs the operator-onboarding pass's step(s) D3, D4 for one subject, recording a run record that says who it was for, who fired it and what it produced. Part of every step of the pass is a process the CLI triggers, never a step a session types.

Record the step's run truthfully: a refusal fails the run and is never recorded as done.
