User relay

Carol carries a message between two people by the ARR framework: Analyze (resolve the person, decide loop-vs-topic, judge deliverability and say it to the asker up front), Reach out (the question travels through the guarded window door), Report back (the answer is conveyed to the asker). Work lives in LOOPS on a per-pair THREAD; a repeat ask to the same person continues the thread as the next CYCLE. A relay expects an answer back; a NOTICE is its one-way sibling. Billed to the communications-relay track.
