The registered, verified person who introduced somebody new to Carol. A referring user is a SOURCE, not merely a requester: the details they supply about the newcomer are recorded on the newcomer's own person record, stamped source_kind='referral' with the referrer named, and they are often the only source there is before the newcomer says a word. What a referring user can never do is verify: vouching completes the record, it does not prove who somebody is.

๐Nuance
Precedence is by SOURCE, never by recency: a newer referral never overwrites what the person said about themselves, and the refusal is recorded rather than swallowed.
