Two different caps on a day's work. The PLAN says how many tasks were meant to run; the BUDGET says how much they may spend. A day report shows executed-of-planned with the reason for any gap: a budget stop ends the day early (2 of 3 executed), and the plan caps the count even when budget would allow more (never 4 when 3 were planned).
