A grouping of AGENTS in the org chart — engineering, governance, finance, security. A department says who reports to whom; it does not say what the money buys or what the work is.
⚖️What it is NOT
The neighbours this word is most often confused with, and the line between them.
Not: Service
A department groups PEOPLE (agents); a service groups WORK and carries the budget. One department can span several services.
Not: Block
A department is org structure; a block is a cluster of processes inside one service.
