The conversation subject in general — what a set of loops with a person is ABOUT (the report, the lunch venue). A topic groups loops, carries its participants and the capacity it was opened under, and opens and closes on its own timeline, distinct from any single loop. Whether a message starts a new topic is a SEPARATE decision from whether it starts a new loop: the loop decision is about steps (does this answer a delivered ask), the topic decision is about content (what is this about).
