A web surface that SHOWS the estate its own state โ a dashboard, a viewer, a console. An app is a transparency layer: it reads records and renders them, and it is owned by exactly one agent. Apps deliberately do not perform work: an app that schedules, watches or mutates has stopped being an app and become an unaccountable droid in disguise.
