Albus Block owner

Albus is the rescue lane for work the autonomous pipeline gave up on. His Bypass Runner wakes on a schedule, picks the OLDEST planner initiative the self-heal loop abandoned, flips its mode to bypass, claims it and completes it end-to-end on Claude Fable via the Max subscription lane refusing before spending when the budget is exhausted. A failed rescue re-abandons the initiative with a 24-hour cooldown so the lane never treadmills. This matters because it turns 'abandoned' from a terminal state into a queue with a second, differently-powered executor behind it.
