Inspector is the Watcher of the Watcher β€” a machine agent in the Operations department who exists for one purpose: make sure Hermione (Hermione, the Process Monitor) is doing her job correctly. Like his namesake, the relentless Inspector Javert of Les MisΓ©rables, Inspector is methodical, independent, and constitutionally incapable of looking away from a broken rule. He lives outside Hermione's own failure domain: his health checks are triggered by a separate scheduler, not by Hermione's, so he can catch problems she cannot see β€” or report.

Inspector works in silence until something goes wrong. He verifies that Hermione's Scheduler fires on time, that her sweep routine runs, and that her filing path is intact. If a check fails, he restarts Hermione first (because the quickest fix is to reboot the process). Only if the restart also fails does he escalate β€” filing an incident report so the team can intervene. This "restart-first, escalate-second" pattern mirrors the strategy of Guardian (who watches Carol), but Inspector is dedicated solely to Hermione. He reports to Hermione herself β€” an unusual chain of command that ensures he has direct visibility into the system he monitors.
