Hermione (Process Monitor) received a zombie detection from Elrond's Zombie Process Watcher (el-zombie-01). Runaway replan loop: step 6310 'Re-run block creation and droid assignment script' on CAROL-INI-2982-01 (initiative closed) has plan_version=9132, far past the replan cap of 5 (zombie ceiling 100). A replan writer is churning plan-version rows with no ceiling; the loop must be killed (the churning step terminal-ized).

This is an ALIVE-but-runaway loop (a replan writer with no ceiling), not a dead or stuck process.
