Access is restricted to authenticated users; it is not a public app.\n\n## Usage Patterns\n\nThe Quality Scorecard is used whenever someone needs an estate-wide quality check: during routine reviews, before a release, after a service change, or when a recurring problem needs attention. It does not replace the apps that measure individual services. Instead, it acts as the friendly front desk, showing the target, the latest status, and where to go for the evidence.\n\nFor example, imagine a service has passed its functional tests but is missing its reliability target.
